Phasing Out the Payroll Tax
Providing stable, predictable, and long-term tax relief for Manitoba businesses by phasing out the payroll tax over eight years, and 50% over four, in order to stay competitive with other Canadian provinces and U.S. states competing for investment.
100,000 Jobs
Rising to the challenge of filling 100,000 jobs in Manitoba over the next five years with a $16-million skills training and recruitment fund, leveraging private sector investment and developing initiatives for micro-credentialing, new training seats, and expanding youth apprenticeships and on-the-job training.
Fighting for Manitoba Farmers
Ensuring producers prosper with permanent Crown land rent reductions, protecting exports from labour disruption, and increasing funding for Veterinary Service Districts and the Winnipeg Humane Society One Health Program.
Powering New Industries
Leveraging Manitoba’s affordable, clean energy to attract and power new industries entering the provincial economy, including aquaculture, biofuels, critical minerals, solar glass manufacturing, and carbon sequestration, as well as strengthening emerging industries like film and television with expanded tax incentives.
Skip the PST
Supporting the ongoing recovery of the hospitality sector by eliminating the PST from the sale of restaurant meals, and encouraging the greening of Manitoba communities by removing the PST from the sale of trees and flowers.

The world is discovering Manitoba and all that we have to offer. Since 2016 under the PCs, Manitoba has become a leading destination for global investment, attracting major new projects and creating thousands of new, good jobs for Manitobans.
Our economic development plans will continue to unlock a new generation of growth and wealth in Manitoba by bringing new industries into the provincial economy.
- We’ve already made significant headway, bringing Manitoba’s first-ever potash mine into production near Russell in June. Once fully commercialized and electrified, PADCOM will be the greenest in the world, shipping up to 1-million tonnes of potash through the Port of Churchill each year, generating $1.5-million per month in royalties to the province, and another $11-million per year to local communities and First Nations.
- Selkirk will soon be home to North America’s first-ever solar glass manufacturing plant. The Canadian Premium Sand project, estimated to be a $900-million capital investment, will process high-quality silica found at Hollow Water, create more than 2,000 jobs during construction and 300 direct permanent jobs once in operation, and stimulate more than $1 billion in economic activity.
- Manitoba’s first sustainable aviation fuel factory will be located in Portage la Prairie, where Azure plans to turn canola and soybean feedstock into 1-billion litres of biofuel each year. This $1.9-billion project will create more than 1,600 highly-skilled construction and operations jobs, and inject $2 billion into the economy
- Manitoba will be world renowned for its premier pork and aquaculture facilities in Winkler and Rockwood, where the Proville and Sapphire Springs projects will create more than 500 new, high-paying jobs in the agri-foods sector, and contribute more than $370-million to our economy.
2023 Economic Snapshot

Exciting new developments are happening across the province, with billions of prospective critical minerals and manufacturing opportunities on the horizon for Manitoba.
These and nine other projects being prioritized and pursued by the Economic Development Board together could yield for Manitoba approximately $3 billion in new tax revenue and add $8.5-billion to our provincial GDP—helping fund the public services and infrastructure Manitobans expect and rely on: good schools, good hospitals, good roads, and strong social services.
