UNDERSTANDING THE VOTE

Each Manitoba Provincial electoral district will be allocated a minimum of between one hundred (100) points or one (1) point per vote cast, whichever is less, to a maximum of five hundred (500) points and the number of votes required to achieve the thresholds beyond one hundred (100) points in tranches of one hundred (100) points up to a maximum of five hundred (500) points is as follows:

(i) 400 votes = 200 points;

(ii) 700 votes = 300 points;

(iii) 1000 votes = 400 points;

(iv) 1300 votes = 500 points.

If fewer than 100 members vote in an electoral district, each vote from that district will count as one (1) point. Therefore, if 30 members vote in an electoral district, with Candidate A receiving 20 votes and Candidate B receiving 10 votes, Candidate A will be awarded 20 points and Candidate B will be awarded 10 points.

If 100-399 members vote in an electoral district, a total of 100 points will be allocated to the district and distributed between the two candidates in proportion to the votes received in that electoral district. For example, if 250 members vote in an electoral district, with Candidate A receiving 150 votes and Candidate B receiving 100 votes, Candidate A will be awarded 60 points (150/250) and Candidate B will be awarded 40 points (100/250).   

If 400-699 members vote in an electoral district, a total of 200 points will be allocated to the district and distributed between the two candidates in proportion to the votes received in that electoral district. For example, if 500 members vote in an electoral district, with Candidate A receiving 200 votes and Candidate B receiving 300 votes, Candidate A will be awarded 80 points (200/500) and Candidate B will be awarded 120 points (300/500).

And so on up to 500 potential points for an electoral district with 1,300 or more votes.

The points from all electoral districts will be added up. The winner will be the candidate with the most points.

Voting Update

March 25 - The Leadership Election Committee has received a number of questions regarding MNP LLP's postal code on the Election Return Envelope contained in the ballot packages sent out to party members last week. 

Some party members have noted that MNP LLP's postal code on the Election Return Envelope is listed as being "R3C 9Z9" as opposed to "R3C 0T8" which is the actual postal code for MNP LLP's office in downtown Winnipeg.

The reason for this apparent discrepancy is that the postal code "R3C 9Z9" is a postal code that was designated and assigned to the 2025 PC Manitoba Leadership Election by Canada Post for the purposes of our large batch of postage paid business reply envelopes.  

If you have received your ballot package already, you will also see that on the Election Return Envelope above the barcode which is situated just above MNP LLP's address, MNP LLP's office postal code is specified in small text "R3C0T8". 

Our printer worked closely in collaboration with MNP LLP and Canada Post in preparing the form of the postage paid Election Return Envelope, and the information contained on the Envelope is correct. We would ask that party members not attempt to "correct" or cross off the Canada Post designated and assigned postal code as it appears.

  • You should be receiving your Ballot shortly. Your Ballot package will include the following documents: (1) Ballot; (2) Ballot Secrecy Envelope; (3) Declaration Form; (4) Postage paid Election Return Envelope.

    Complete the Ballot and insert it into the Ballot Secrecy Envelope ensuring your Constituency ID on the Ballot matches the Constituency ID on the Ballot Secrecy Envelope.

    Sign and detach the Declaration Form.

    Photocopy one or more pieces of identification that, taken together, provide your photo, name and current address.

    Insert the Ballot Secrecy Envelope, the signed Declaration Form, the photocopy of your ID into the Election Return Envelope. 

    Mail the Election Return Envelope to MNP LLP in advance of the April 22nd deadline.

    YOUR BALLOT MUST BE RECEIVED BY 5:00 P.M. ON APRIL 22, 2025.

    Please do not mail your Ballot to the Brandon MNP LLP location.

  • Voters must provide official identification that individually or together provides their photo, name and current address. 

    Option 1: A photocopy of one piece of government issued ID that provides your photo, name and current address, such as a Driver's Licence or a Provincial ID Card.

    Option 2: Photocopies of two pieces of ID -- one that includes your name and photo and the other that includes your name and address.

    Acceptable identification includes:

    - Permanent Resident Card;
    - Health Card;
    - Student ID Card;
    - Firearms Licence;
    - Passport; or
    - Other identification issued by the Government of Canada or Government of Manitoba, or identification that is accepted by Elections Manitoba, and identified below:

    • Driver’s licence

    • Manitoba Identification Card

    • Indian Status Card

    • Canadian Forces Photo Identification Card

    • Elections Manitoba Voter Information Card

    • Certificate of Canadian citizenship

    • Citizenship card

    • Veterans Affairs Health Card

    • Residential lease or sub-lease

    • Mortgage contract or statement

    • Income tax assessment

    • MMF Métis Citizenship card

    • Utility bill (e.g. electricity; water; telecommunications services including telephone, cable or satellite)
